Economic Development Manager-BR&E, EDCMC

The Economic Development Manager-Business Retention & Expansion to help grow, diversify, and sustain the Michigan City economy. This person is charged with continuously engaging existing local corporations that drive economic activity and growth within Michigan City. This person must have excellent interpersonal skills and high emotional intelligence with the ability to build strong relationships, engage with company executives, lead structured meetings, creatively and positively approach business challenges, and work with government and public officials to achieve desired results for companies and EDCMC. He/she must be able to understand a company’s operations and help it overcome obstacles to sustain operations or bring growth plans to fruition. This person understands broad workforce, business climate and regulatory issues while applying economic development tools such as incentives and other business resources to assist companies. This person understands how the sum of their daily work can educate policymakers and help companies understand their own business environment, helping make Michigan City as competitive for economic development.

The manager must possess the ability to lead and provide technical assistance to companies, conduct analyses, and communicate findings clearly to both internal and external stakeholders, including senior management, EDCMC’s Board of Directors, committees, elected officials, and other economic development allies.

This position is demanding and requires an individual that can exercise substantial independent judgment and decision making, with a high level of confidence and knowledge. The selected candidate must have keen attention to detail and strong verbal and written communication skills to ensure correspondence and reports are timely and accurate.

The manager will be expected to serve as a concierge resource for businesses seeking clarity and direction relating to state and local government operations, agencies, state, and federal regulations, and permitting procedures. Acts as a liaison between project managers, businesses, and state government agencies to ensure EDCMC provides first-class service to economic development projects. Assist with training and onboarding new Business Development team members, and other key duties as proscribed and assigned.

Examples of Essential Functions:

  • Develop and implement targeted business retention program to identify and secure new economic development projects for the region, measured through new jobs, payroll and capital investment secured, through expanded existing companies in this area.
  • Cultivate, manage, and develop contacts and relationships with company and public leaders in the region such as plant managers, corporate real estate professionals and target industry executives.
  • Manage and update comprehensive Business Retention/Expansion tracking system based on CRM software. Extensive familiarity with data-gathering and implementation of the reports/policy recommendations of the software is highly desired.
  • Targeted visits to company leaders annually, undertake structured interviews, and report on issues through CRM, and make policy recommendations based on the data gathered.
  • Develop and manage outreach efforts to companies in the area to identify issues, report on problems and address concerns.
  • Work cooperatively with local, regional, and statewide economic development allies and stakeholders to gather economic data, build surveys, maintain the Economic Development regional partnerships, and host economic summits and other key events.
  • Assists as needed with business attraction, technology-innovation/entrepreneurship and community development activities.
  • Manage site and facility projects, including coordination of site identification and certification program for expansion projects.
  • Develop a coordinated approach to communicating the message that the Michigan City is a great place for investment and doing business and linking to the region’s business community.
  • Building face-to-face relationships with key business leaders, managing in-person and on-line communications campaign, and ensuring the organization stays “on message” in communicating its work to the board of directors and wider business community.
  • Polished senior-level executive able to work independently as well as part of a dedicated professional team, delivering excellence and a supreme work ethic in achieving goals.
  • Maintain in-depth knowledge of local, state and federal rules, regulations, and procedures by monitoring the rulemaking activities of other state agencies, local units of government, and federal agencies.
  • Coordinate with the Executive Director and team members to facilitate interactions with regulatory agencies as they relate to ensuring compliance with state and federal regulations.
  • Builds relationships with IEDC staff and key state agencies.
  • Serve as the primary small business ombudsman for the organization.
  • Develop and implement standard operating procedures to ensure efficient and frequent communication with local and state agency partners.
  • Present and discuss in-depth information regarding regulatory and permitting requirements with potential economic development prospects.
  • Assists with other projects and initiatives as needed.



  • Bachelor’s degree in social sciences or business areas.
  • Equivalent business experience including, but not limited to, the following fields: Economic Development, Community Development, Urban Planning, Real Estate Sales/Business Development.


  • Appropriate business background, with an emphasis of business deal negotiation, sales and marketing, and economic development / site selection.
  • Local economic development experience negotiating various project incentives and deals.

Knowledge of:

  • Core industries to the State of Indiana such as aerospace and defense, advanced manufacturing, life sciences, electro-chemical manufacturing, and information technology.
  • General government-agency programs and processes.
  • Economic development processes, sales processes, and Program Management processes.
  • Regional community and business development organizations, including local government officials, economic development leaders, business executives, non-profit and community development organizations.
  • Regional business climate and state economic development laws and trends.
  • Indiana government structure, including general local government knowledge.

Ability to:

  • Read, interpret, and distill statutory and regulatory documents.
  • Analyze and evaluate needs of businesses and communities and effectiveness of EDCMC and other state, public and private sector services to meet those needs.
  • Travel occasionally within the State, and on a limited basis out of state.
  • Communicate clearly and directly both orally and in writing, including public speaking and presentations.
  • Maintain confidentiality.
  • Manage time effectively by being prepared and prompt.
  • Manage multiple tasks and projects with attention to detail and organizational skills while prioritizing workload; effectively operate as a member of a team.
  • Operate computers and other technology using various suites of hardware and software, including Google Chrome, Microsoft Office, Outlook, CRM Databases, Adobe Acrobat and other relevant platforms and programs.
  • Exercise tact and diplomacy when dealing with the public.
