Legislative Report – March 25, 2011
The House Democrats have eclipsed a dubious national record and now have claimed the longest quorum-busting walkout in United States history. The previous record was set by the Texas legislature in 2003 with a walkout enduring 30 days. There have not been many, if any, negotiations between the House Republicans and Democrats.
However, Speaker Bosma did announce and subsequently scheduled informal committee hearings in the House of certain Senate bills. The hearings this week have proceeded as normal with public testimony, committee discussion and amendments; nevertheless, no bills can be voted or passed out of committee at this time.
With the status of HB 1001 in limbo, Senator Luke Kenley began state budget hearings with a presentation by Dr. Tony Bennett on proposed education reforms in Indiana. Upcoming Senate Appropriations meetings will include testimony regarding the financial status of various state agencies and universities. What remains to be determined is how this will all play out in the end, and which legislation might end up in the budget if it dies in the House.
