Dear Member of Congress:

As Indiana communities emerge from the coronavirus crisis, local economic development organizations will be on the front lines of helping businesses re-establish their supply chains, attracting new businesses to the community to re-employ displaced workers, and coordinating between local governments and other resources to get businesses back to profitability.

Like other entities in the community, the local economic development organizations are facing critical loss of funding at a moment in time when their service to their communities is more critical than ever before.

In the last round of COVID-19 recovery measures, 501 (c) 6 organizations were not eligible for assistance under the CARES Act, yet these organizations are facing critical financial challenges that threaten their ongoing viability. While no one questions the need to meet the immediate health and financial needs of families in our communities, rebuilding the economy to support families through employment will fall to local economic development organizations and chambers of commerce. The long-term rebuilding of the business infrastructure in Indiana communities will be critical to re-establish the economic dependence of Hoosier families and rebuilding the tax base to support local government services and schools.

501 (c) 6 organizations from all corners of Indiana are involved in delivering the local economic development services our communities depend on. Specifically, during the COVID crisis they need your help with the following measures:

Eliminate all match requirements for grant funding

Establish and fund a grant program to keep economic development organizations working

Allow 501 (c) 6 tax exempt organizations to access all federal assistance available to nonprofit organizations, including SBA’s PPP

Defederalize revolving loan funds which will increase the efficiency and effectiveness of this program during and after the current crisis

We, the undersigned, urge the members of Indiana’s congressional delegation to aggressively promote inclusion of 501 ( c ) 6 organizations and the needs outlined above in the next round of COVID-19 stimulus measures.
