Greencastle City Planning Director

Duties

Serves as staff person to the Greencastle Plan Commission, Board of Zoning Appeals, and Technical Review Committee; sets yearly meeting calendars, meets with petitioners to aid in application filing, reviews plan sets, prepares meeting agendas and legal publications, distributes meeting packets to members, acts as recording secretary at meetings, provides summary of petitions to members with recommendations, prepares and distributes meeting minutes and Findings of Fact, and develops Code revisions. Monitors compliance with the Zoning Code and Subdivision Ordinance. Responds to public inquiries regarding zoning and development.

Serves as code enforcement official for the City of Greencastle in regards to property maintenance complaints and unsafe buildings; issues complaint notices of violation and fines.

Serves as the Local Program Coordinator for the Greencastle/DePauw MS4. Conducts MS4 Stormwater inspections for private development projects as required by IDEM and generates all required reports. Prepares all NPDES reports, permit renewals and audits as required by EPA/IDEM. Provides staff training for the City of Greencastle and DePauw University as required by IDEM. Serves as the Floodplain Administrator for the City of Greencastle per IDNR requirements.

Serves as liaison between developers/contractors/design professionals and the City of Greencastle in matters of site development and building; responsible for issuing Certificates of Occupancy for commercial, industrial, and multi-family housing development projects. Performs site inspections for plan compliance. Responsible for Rule 5, Rule 13, and soil erosion measures.

Represents City Planning Department at various board meetings when needed, including: City Council; Board of Public Works and Safety; Redevelopment Commission; Citizens Advisory Council for Industrial Development (CACFID); and Tree Board.

Coordinates all City efforts regarding Census activity, including evaluation of City Council voting districts and mapping.

Represents the City of Greencastle in community planning activities and initiatives.

Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in urban planning, engineering, geography, public policy or related field.
  • Minimum 3-5 years of experience in urban planning or equivalent preferred.
  • Experience in preparing and presenting reports and proposals.
  • Experience in administering public meetings.
  • Must possess a valid Indiana Driver’s license.
  • Must be capable of physical inspections of construction sites.
  • AICP credential preferred.
