Proposal & Sales Manager, Indiana Economic Development Corporation

SUMMARY: The Proposal & Sales Manager is responsible for the coordination of RFPs/RFIs, major pitches and proposals, sales presentations, and related projects that support the IEDC’s business development team in the pursuit of new investment and job opportunities for the state. This role will manage and accelerate sales enablement activities, working with internal teams to define and improve existing processes and helping to continuously develop, refine, and share Indiana’s unique sales proposition and differentiators.

The Proposal & Sales Manager will report to the Vice President of Marketing and will be a critical part of both the marketing and business development operations teams.

Examples of Essential Functions

  • Coordinate and project manage responses for RFI/RFPs and major proposals on behalf of the project lead, collaborating with members of various teams, including business development, research, policy, legal, marketing, as well as external stakeholders and industry experts to gather information and materials and generate custom pitches
  • Support project leads in managing process and deliverables for proposals, presentations, and site visits, tracking timelines, arranging and attending internal prep and debrief meetings, coordinating with external vendors and contractors, and providing strategic insights and recommendations to win new investment
  • Gather data and maintain information library, collaborating with research department to track industry data, rankings, and trends and ensure all content is up-to-date and tells a compelling story
  • Perform analysis and provide insights and summaries on data and information to internal teams, translating complex information into concise and relevant selling points
  • Learn, develop, and refine Indiana’s unique sales proposition and differentiators, serving as a go-to expert and internal resource for business development and marketing teams
  • Help prepare leadership and sales teams for pitch meetings and negotiations as needed, developing backgrounders, sales propositions, and talking points
  • Coordinate and deliver on various aspects of proposal development, including writing, editing, formatting and layout, graphics, and production, ensuring accuracy, consistency, and compelling presentation
  • Coordinate with vendors and contractors to develop new or custom marketing materials, such as maps, videos, and posters, to support proposals and presentations
  • Develop new content – copy and/or materials – in collaboration with subject matter experts, business development, and marketing teams
  • Organize, manage, and maintain a content library for all sales and proposal development materials to enable rapid use
  • Support related marketing/sales-oriented and business development operations as needed; this may include trade show management and participation, domestic sales trips, site development and readiness initiatives, and partnerships with local and regional economic development organizations
  • Identify and document areas for process improvement
  • Stay current on proposal best practices and market trends


  • Education: Bachelor’s degree in related field
  • 6-8 years related professional work experience
  • Experience in economic development, business development, and/or related knowledge of competitive bid process
  • Knowledge of Indiana’s business environment, incentives, economic development programs, and local/regional economic development organizations preferred
  • Knowledge of or experience working with site selector/consultant community preferred
  • Excellent verbal, written, and visual communication skills
  • Proficient with Microsoft Office, Adobe Creative Suite, SharePoint; preferred proficiency with Tableau, WordPress
  • Comfortable working within brand and style guidelines and related templates
  • Demonstrated experience with project management and/or process improvement
  • Ability to:
    • Provide analysis and translate complex data and information in compelling, easy-to-understand language
    • Learn and maintain robust understanding of Indiana’s incentives, industries, and differentiators
    • Maintain confidentiality
    • Manage and prioritize multiple projects and deadlines
    • Build and maintain positive, productive relationships with external vendors, contractors, and economic development and industry partners
    • Interact with senior leadership and executives
